Aggressive Panhandling?

 

Under a law passed in Florence in 2022, the following is listed as the crime of Aggressive Panhandling:

Aggressive panhandling includes touching someone without consent; blocking someone's path; following someone who walks away after turning down a panhandling request; persisting after someone gives a negative response to the request; using profane or abusive language or gestures; or intimidating someone.

Pictured is Hope Leann Graves; she's been arrested in Florence before on charges of Loitering and Disturbing the Peace - all related to panhandling, we may infer.

Now Graves has been charged with Aggressive Panhandling. We think it's safe to rule out the intimidating part...
